        Smart City Roadmap Group Meeting n° 1

        During the opening session the participants were welcomed by the Co-Chairs and invited to
        introduce themselves. While declaring their titles some participants expressed their particular
        interest in topics relevant for the Smart City Roadmap Working Group (RMG) such as the project’s
        research component, the design of processes, involvement of cities, Information and
        Communication Technology (ICT) infrastructure management etc.
        The meeting’s objectives were outlined in the agenda:
         To discuss and agree on the objectives of the “10 Year Rolling Agenda” (i.e. Roadmap
        of the Stakeholder Platform).
         To discuss and agree on the structure and broad outline of the “10 Year Rolling
        Agenda” (hereinafter the “Agenda”).
         To discuss and agree on working methods, further actions and contributors
        Each session was intended to meet one objective. Details of the proceedings and outcomes are
        presented in the following paragraphs.

        1. OBJECTIVES OF THE AGENDA
        The Co-Chair summarized the main features of the Agenda, outlining how it ties into and how it
        distinguishes from existing initiatives:
         The Agenda is developed within the framework set up in the Communication of the
        European Commission (EC) on Smart Cities and Communities European Innovation
        Partnership (SCC EIP) which brings together energy, transport and ICT;
         The Agenda builds upon and complements the European Strategic Energy
        Technology (SET) Plan, the Industrial Initiatives and Technology Platforms as well as
        related Technology Roadmaps, which set up various action plans towards raising the
        maturity of technologies by 2050;
         Unlike the aforementioned strategic documents and the deliverables1 generated within
        the Smart Cities Stakeholders Platform (hereinafter the “Platform”), the Agenda is an
        online, short – cover level – document (its annexes provide essence to the high
        level statements) it is rolling (updated annually) and aims at identifying key issues
        towards developing effective policy support;
         The content of the Agenda is generated via a bottom-up process of stakeholders
        feeding into the deliverables of the Platform their practical knowledge and experience
        on methods for accelerating the deployment of innovative low carbon technologies in a
        smart city.
         The project team, on the other hand, coordinates and facilitates the collection of
        stakeholders` input (including soliciting information from stakeholders), fills the gaps if
        necessary and presents the obtained information in a structured way which is
        attractive and useful for cities.
        The participants required clarifications on the following subjects:
         What is meant by “stakeholders` input”? How the stakeholders` input will be
        coordinated in practice and when is the deadline for completion of deliverables?
         What is the relationship between the Platform’s outputs (i.e. the Agenda) and the
        performance of the High Level Group2?
        The discussion deriving from the above issues is summarized below.
